Punkteauskunft in Flensburg

Kraftfahrt-Bundesamt · Fahreignungsregister (FAER)

Online / In writing / In personKBA

The information from the Register of Driver Fitness (Punkteauskunft) is the free self-enquiry from the Register of Driver Fitness (Fahreignungsregister, FAER), which is kept solely by the Federal Motor Transport Authority (Kraftfahrt-Bundesamt, KBA) in Flensburg. The Road Traffic Act (Straßenverkehrsgesetz, StVG) provides in § 30 Abs. 8 StVG that the person concerned is given information, on request and free of charge, about the register content concerning them and about the number of points. The local Führerscheinstelle (driving licence office) does not provide this information: an appointment there is neither necessary nor possible for the points enquiry, because the driving licence authority only becomes involved once the KBA notifies it of a measure under § 4 StVG.

Three equally valid routes lead to the register extract: the online enquiry with the online ID function (eID), the written application by post, and the in-person visit in Flensburg. All three are free of charge; only online do you receive the result immediately as a PDF. The extract lists every entry with the date of the offence, the points assessment and the expiry date. This is crucial, because regulatory offences are deleted, depending on their assessment, after 2 years and 6 months or only after five years, and criminal offences involving withdrawal of the driving licence remain on the register for ten years (§ 29 Abs. 1 StVG).

Required documents

Which documents you need depends entirely on which route you use to apply for the enquiry. What all three routes have in common is that the Kraftfahrt-Bundesamt must establish your identity beyond doubt before it releases register data. This is precisely why there is no enquiry by telephone, email or fax.

Step by step

1

Clarify the competent body and choose a route

The Fahreignungsregister is kept centrally and exclusively by the Kraftfahrt-Bundesamt in Flensburg. Neither your local Führerscheinstelle nor the police, the Bußgeldstelle (fines office) or the Bürgeramt can tell you your current points status; an appointment at the Führerscheinstelle will not help you with this process. Instead, choose one of the three available routes: an online enquiry with the online ID function, a written application by post, or an in-person visit in Flensburg. All three are free of charge under § 30 Abs. 8 StVG; only the effort involved and the time to get a result differ.

2

Request the information online with the online ID function

Open the online register enquiry on the website of the Kraftfahrt-Bundesamt and log in via BundID or the Kontologin. Identification takes place using the online ID function of your identity card and the associated six-digit PIN; for this you need the AusweisApp and an NFC-enabled smartphone or a card reader. Hold your identity card against the device during the check until the app confirms the data transfer. After successful identification, the complete register extract is immediately available for download as a PDF – this is the only route on which you hold the result in your hands on the same day.

3

Alternatively: send a written application to the KBA

Download the application form for the enquiry from the Fahreignungsregister from the website of the Kraftfahrt-Bundesamt and fill it in completely: family name, birth name, all given names, date of birth, place of birth and address. Sign it by hand and enclose a simple copy of the front and back of your valid identity card or passport; alternatively, have your signature on the form officially certified. Send the application to the postal address Kraftfahrt-Bundesamt, 24932 Flensburg – Fördestraße 16 is the visitor address for the in-person visit and is not intended for postal items. The Kraftfahrt-Bundesamt does not state a binding processing time for this route; it depends on the competent authority and additionally on the postal transit time in both directions.

4

Alternatively: visit in person in Flensburg

If you are travelling in Schleswig-Holstein anyway, or cannot use the online ID function, you can get the enquiry directly at the on-site service of the Kraftfahrt-Bundesamt, Fördestraße 16, 24944 Flensburg. You must bring a valid identity card, passport or official service identity card in the original – a driving licence is not sufficient for this. The enquiry is also free of charge here and is provided immediately. Check the current opening hours on kba.de before travelling, as these may differ from the usual hours of local authority offices.

5

Check the register extract: points, date of the offence and expiry date

For each entry, the extract states the underlying offence, the date of the offence, the authority, the points assessment and the date on which the entry expires. Under § 4 Abs. 2 StVG, each offence is assessed with one, two or three points. First check whether all the entries really concern you – identical names and mix-ups do occur – and whether the dates of the offences match each official notice (Bescheid) you have received. Then calculate using the expiry dates rather than a blanket rule of thumb: this is the only way to see when you actually fall back below a critical points threshold.

6

Respond to your points status

At a status of 1 to 5 points, you can have one point deducted through a voluntary Fahreignungsseminar (driver fitness seminar) under § 4a StVG – the deduction is only possible once within five years. From a status of 6 points, the seminar no longer brings any deduction; you then only receive a written warning. From 8 points, the driving licence authority withdraws the driving licence, and reissue is only possible after the waiting period has expired and, as a rule, after a medical-psychological examination (MPU). If you consider an entry to be incorrect, contact the Kraftfahrt-Bundesamt directly and submit the official notices on which the entry is based.

Fees & costs

ServiceAmount
Self-enquiry online with eID (PDF)Free of charge — § 30 Abs. 8 StVG
Self-enquiry in writing by postFree of charge (plus postage)
Self-enquiry in person in FlensburgFree of charge
Official certification of the signature (only as an alternative to the identity card copy)Fee under the by-law of the certifying body

Points assessment of the offence (§ 4 Abs. 2 StVG)1, 2 or 3 points
Measures according to points status (§ 4 Abs. 5 StVG)4–5 points: caution · 6–7 points: warning · from 8 points: withdrawal
Expiry periods (§ 29 Abs. 1 StVG)2 years 6 months · 5 years · 10 years

The self-enquiry is free of charge on all three routes, and not as a matter of goodwill but by operation of law: § 30 Abs. 8 StVG provides that the person concerned is given information, on request and free of charge, about the content of the Fahreignungsregister concerning them and about the number of points. You therefore do not need to have a means of payment ready either online or on site. Costs only arise indirectly: the postage for the written application and – if you choose this option – the fee for the official certification of your signature, the amount of which the certifying body sets in its own fee by-law.

Be careful with commercial websites that promise a “points check” for a fee: they cannot obtain the enquiry any faster or more fully than you can yourself, because the register only releases data to the person concerned. Anyone who pays for the self-enquiry is paying for a service that the legislator has expressly made free of charge.

The Fahreignungsseminar under § 4a StVG, by contrast, does involve costs of its own. It consists of a road-safety-education component and a traffic-psychology component; the first is run by a driving instructor qualified for this purpose, the second by a person qualified in traffic psychology. There is no state fee ordinance for the seminar – each provider calculates its own price, which is why it is worth comparing several providers. How high the fine and the points assessment for a specific offence turn out to be does not depend on this procedure, but on the Bußgeldkatalog.

Important notes

Common mistakes

Application made at the local Führerscheinstelle

The local driving licence authority does not keep the Fahreignungsregister and is not permitted to provide you with your points status as a self-enquiry. Anyone who books an appointment there loses waiting time and is left without an extract afterwards; the application must be made to the Kraftfahrt-Bundesamt in any case.

Online ID function not activated or PIN forgotten

Without an active eID and a six-digit PIN, the online enquiry fails at the identification stage – the AusweisApp then simply reports an error, without any application being made. You can only have the function activated and get a new PIN in person at the Bürgeramt, which delays the supposedly fastest route by days to weeks.

Only one side of the identity card copied

The Kraftfahrt-Bundesamt requires a copy of the front and back of the valid identity card or passport. If one side is missing, your identity cannot be finally checked; the application is left pending or answered with a query, and the whole postal process starts again from scratch.

Having the identity card copy certified as well

An officially certified copy of the identity card is not required – the simple copy is sufficient. Anyone who has it certified anyway pays an avoidable fee and also loses the time for the trip to the authority. Certification only makes sense if you use it as an alternative for your signature on the form.

Written application sent to the visitor address

Fördestraße 16, 24944 Flensburg is the visitor address for the in-person visit. For written applications, the postal address Kraftfahrt-Bundesamt, 24932 Flensburg applies. An item sent to the wrong address has to be forwarded internally and extends the processing time, which is not guaranteed in any case.

Calculating on a blanket 2.5-year expiry period

The short period of 2 years and 6 months applies only to regulatory offences assessed with one point. Anyone who calculates a regulatory offence assessed with two points in this way underestimates their future points status by years – and is then surprised when the caution or warning arrives despite the period having “expired”.

Confusing the retention period with an extension

Under § 29 Abs. 6 StVG, an entry due for deletion remains stored for a further year before it is finally deleted. Anyone who sees this entry in the extract mistakenly believes their period has been extended and makes decisions – for example about a seminar – on the wrong basis.

Fahreignungsseminar booked too late

The points deduction under § 4 Abs. 7 StVG only applies at a status of 1 to 5 points. Anyone who only reacts at 6 or 7 points pays for the seminar but no longer gets a point deducted. A second seminar is equally ineffective if fewer than five years have passed since the last deduction.

Paying for the self-enquiry

Commercial portals offer a “points check” for a fee, even though the register only releases data to the person concerned themselves. By paying, you pay for a service that is free of charge under § 30 Abs. 8 StVG – and you also pass on your identity data to a private body.

Incorrect or incomplete personal details

Without your birth name, all given names and the correct place of birth, the register cannot be searched unambiguously. The result is queries by post and significantly longer processing – in unfavourable cases, the application is returned without a result.

Frequently asked questions

How many points am I allowed to have before I lose my driving licence?
Your driving licence remains valid up to and including seven points. Under § 4 Abs. 5 StVG, at 4 to 5 points you receive a written caution with a reference to the voluntary Fahreignungsseminar, and at 6 to 7 points a written warning with an express warning of withdrawal. From 8 points you are considered unfit to drive motor vehicles and the driving licence is withdrawn. At 1 to 3 points, the offence is simply entered, with no administrative measure attached.
When are points deleted in Flensburg?
The expiry periods under § 29 Abs. 1 StVG depend on how the offence was assessed. Regulatory offences assessed with one point, as well as regulatory offences with a driving ban that are not assessed with two points, are deleted after 2 years and 6 months. Regulatory offences assessed with two points and criminal offences as a general rule are only deleted after 5 years, and criminal offences involving withdrawal of the driving licence or a stand-alone period of disqualification after 10 years. Since 1 May 2014, each entry is deleted independently of the others; there is no longer any suspension of the expiry period.
What does the Punkteauskunft cost?
The self-enquiry is free of charge. § 30 Abs. 8 StVG expressly provides that the person concerned is given information, on request and free of charge, about the content of the Fahreignungsregister concerning them and about the number of points. All three routes are free of charge: the online enquiry, the written application by post, and the in-person visit in Flensburg.
Can I get the Punkteauskunft at my Führerscheinstelle?
No. The Fahreignungsregister is kept exclusively by the Kraftfahrt-Bundesamt in Flensburg, and you can only apply for the enquiry there. An appointment at the local Führerscheinstelle is neither necessary nor helpful for the Punkteauskunft. The driving licence authority only becomes involved once the Kraftfahrt-Bundesamt notifies it of a measure under § 4 StVG.
How does the online enquiry with the online ID work?
You log in to the register enquiry service of the Kraftfahrt-Bundesamt via BundID or the Kontologin, using the online ID function of your identity card and the associated PIN. For this you need the AusweisApp and an NFC-enabled smartphone or a card reader. After identification, the register extract is immediately available for download as a PDF, with no postal process at all.
How long does the written application by post take?
The Kraftfahrt-Bundesamt does not state a binding processing time for the postal route; it depends on the competent authority and additionally on the postal transit time in both directions. If you need the result immediately, use the online enquiry with the online ID function or visit in person in Flensburg.
Can I reduce my points?
Yes, with a voluntary Fahreignungsseminar under § 4a StVG. Under § 4 Abs. 7 StVG, a point is deducted if your points status is 1 to 5 points. The deduction is therefore possible already from one point, not only from four points. From a status of 6 points, the seminar no longer brings any deduction, and the deduction is only possible once within five years.
Can I ask about my points status by telephone or email?
No. The Kraftfahrt-Bundesamt does not provide information from the Fahreignungsregister either by telephone or by email, because your identity cannot be established with certainty by these means. The three intended routes remain: online enquiry with the online ID function, written application with a copy of your identity card or a certified signature, and in-person visit in Flensburg.
What is the difference between the Punkteauskunft, the Führungszeugnis and the driving licence file?
The Punkteauskunft comes from the Fahreignungsregister of the Kraftfahrt-Bundesamt and shows only road-traffic-law entries and the number of points. The Führungszeugnis, by contrast, is issued from the Bundeszentralregister and applied for through the Bürgeramt; it contains criminal convictions but no points. The driving licence file is held by your local Führerscheinstelle and documents the driving licence itself, such as classes, conditions and conversions.
