Applying for a police certificate of good conduct (Führungszeugnis)
Police · Despite the name, not handled by the police
The common name is misleading, which is the whole reason this page exists: the “polizeiliches Führungszeugnis” (police certificate of good conduct) has nothing to do with the police. It is issued by the Federal Office of Justice (Bundesamt für Justiz) in Bonn, which keeps the Federal Central Criminal Register (Bundeszentralregister) for this purpose. You can apply for it at the registration authority — the Bürgeramt (citizens’ office) of your place of residence — or directly online via the Federal Office of Justice.
Anyone who goes to a police station with this request will be turned away. The name dates back to a time when the police kept the registers; it has simply stuck in everyday usage.
The fee is €13.00, and it is the same across the board — for the basic, the extended and the European Führungszeugnis. This is a point where many people expect more, because the extended certificate sounds more involved.
And there is a fee exemption that hardly anyone knows about and that applies to exactly the group that most often needs the extended certificate: anyone who needs it for a voluntary activity — for a non-profit organisation, for a public authority, or as part of one of the voluntary services under § 32 Abs. 4 Nr. 2 Buchst. d of the Income Tax Act (Einkommensteuergesetz, EStG) — pays nothing.
