File a report of loss (Verlustanzeige)

Polizei · Lost documents and valuables

In personPartly online

A loss is not a criminal offence. For that reason a report of loss (Verlustanzeige) is not a criminal complaint either, but a notification – and it serves above all three purposes: it documents the moment in time, it puts the document on a search list, and it serves you as proof towards authorities and insurers.

The decisive point is overlooked almost everywhere: the statutory duty to notify does not run to the police. The Act on Identity Cards and Electronic Identification (Personalausweisgesetz, PAuswG), in § 27 Abs. 1 Nr. 3 PAuswG, requires that “the loss of the identity card and its recovery be notified” – namely to the identity card authority, that is, the Bürgeramt (citizens' office). The police report of loss is useful, but it does not replace this notification.

The second half of that same sentence is the part that is practically never mentioned: if the document turns up again, you must report that too and present the identity card. A blocked identity card that you simply put back in your pocket remains blocked – and will come up at the next check.

And something has changed regarding costs that many overviews do not yet reflect: since 7 February 2026 the identity card (Personalausweis) has cost €46.00 instead of €37.00, and for those under 24 €27.60 instead of €22.80. The passport remained unchanged.

What you need

Another identity document

Passport, driving licence or another document with a photograph for identification. If you have nothing at all left, that is no obstacle – say so right at the start, so that your identity can be established by another means.

Details of the lost item

For documents: type, number, issuing authority and period of validity, so far as known. For valuables: make, model, colour, distinguishing features. A photo or an old copy of the document helps enormously – which is why it is worth scanning identity documents as a precaution.

Where and when you last had it

The last certain time and place, and the route after that. This determines which lost property office is relevant – the local lost property office, the transport operator, the railway or the airport each keep their own holdings.

Overview of your cards and access credentials

What was in the wallet? Bank and credit cards, loyalty cards, health insurance card, keys. This list determines what must be blocked immediately – and that is more urgent than the report itself.

Insurance documents for valuables

For contents or travel baggage insurance. Note, however: pure losses – that is, losing something without theft – are often not covered. Check your terms before counting on a refund.

Step by step

How to proceed

  1. 1

First block whatever can be blocked

Bank and credit cards, SIM, online access: blocking emergency line 116 116, around the clock, free of charge from German landlines – from mobile networks charges may apply. This takes priority over everything else, because actual money is at stake here.

  2. 2

Check lost property offices before applying for a replacement

A great many lost items are handed in. Ask at the local lost property office, the transport operator, the railway or the airport – each body keeps its own holdings, and a found item ends up where it was found, not where you live.

  3. 3

File a report of loss with the police

At any police station, and in many federal states (Bundesländer) also via the Online-Wache (online police station). You receive a confirmation of loss that documents the time – useful towards insurers, employers and authorities, and as protection should the document later be misused.

  4. 4

Make the statutory notification at the Bürgeramt

This is the step that is actually required: § 27 Abs. 1 Nr. 3 PAuswG requires notification without delay to the identity card authority. Only then is the document registered as invalid. The police report alone is not sufficient.

  5. 5

    Apply for a replacement document

Best done at the same appointment. Since 7 February 2026 the identity card (Personalausweis) has cost €46.00 from age 24 and €27.60 below that, while the passport remains unchanged at €70.00 and €37.50 respectively. If it is urgent, ask about the provisional identity card for €10.00, which is issued on the spot.

  6. 6

    Remember the digital photograph

Since 1 May 2025 the biometric photograph must be submitted digitally. Paper photos from home are no longer accepted. The photo is taken at the authority or by a certified provider – anyone who does not know this needs a second appointment.

  7. 7

If it turns up again: report that too

The same provision requires “its recovery to be notified, and, in the event of recovery, for it to be presented”. An identity card once reported lost otherwise remains reported as invalid and will be noticed at checks – even if it has long since found its way back into your pocket.

Fee information

Costs and payment

Costs after a lossNew identity document fees since 7 February 2026
Report of loss with the policeFree of charge
Identity card, age 24 and over€46.00
Identity card, under 24€27.60
Temporary identity card (vorläufiger Personalausweis)€10.00
Passport, 24+ / under 24€70.00 / €37.50
Federal Police travel document€32.00

The report of loss costs nothing; the replacement documents do – and the amounts changed on 7 February 2026. The basis is the Regulation on relieving the burden on the Federal Police and the administration in the area of passport and identity card matters and amending further provisions, published on 6 February 2026 in the Federal Law Gazette (BGBl. 2026 I No. 31) and entering into force the following day. The identity card (Personalausweis) has since cost €46.00 instead of €37.00 for persons aged 24 and over, and €27.60 instead of €22.80 for those younger; the provisional identity card stayed at €10.00. For the passport, nothing changed: €70.00 from age 24, €37.50 below that. Also new is the fee for the travel document issued by the Federal Police when you have lost your passport while travelling and need to return at short notice: it was raised for the first time since 2002 and now amounts to €32.00. On top of this come locally varying additional costs, for example for taking the digital photograph required since 1 May 2025 at the authority; there is no uniform nationwide figure for this.

Good to know

Important notes

A loss is not a criminal offence. The report of loss is therefore not a criminal complaint – but it documents the time and protects you if the document is later misused.

The statutory duty to notify runs to the Bürgeramt, not to the police. § 27 Abs. 1 Nr. 3 PAuswG, and it must be made without delay.

Recovery must also be reported. The same provision requires it, and also requires the identity card to be presented. Otherwise it remains recorded as invalid.

The identity card has cost €46.00 since 7 February 2026. €27.60 under age 24. The passport stayed at €70.00 and €37.50 respectively.

For urgent cases there is the provisional identity card for €10.00. It is issued immediately, but is only valid for a limited time and is not recognised everywhere as a travel document.

Anyone who loses their passport abroad gets a travel document from the Federal Police. It has cost €32.00 since February – the first increase since 2002.

Ask at several lost property offices. The local authority, the transport operator, the railway and the airport keep separate holdings. A found item ends up where it was found.

Pure losses are often not covered by insurance. Many contents and travel baggage policies cover only theft. Check the terms before counting on a refund.

Avoid these mistakes

Common mistakes

Believing the police report is enough to have the identity card cancelled. It is not. Without the notification to the Bürgeramt, it remains in circulation – and a found, valid identity card is a useful tool for identity fraud.

Simply continuing to use the recovered identity card. § 27 PAuswG requires you to report its recovery and present the identity card. Otherwise it remains recorded as lost in the system.

Blocking cards only after the visit to the authority. The call to 116 116 takes two minutes and is the one thing on that day where every hour counts.

Expecting to pay €37.00 for the new identity card. Since 7 February 2026 it is €46.00. Guides with the old figure are out of date.

Bringing a paper photograph. Since 1 May 2025 the digital biometric photograph is required – the appointment is otherwise wasted.

Applying for a replacement without having asked the lost property offices. A phone call may, in the best case, save the whole fee and a second appointment.

Frequently asked questions

Questions and answers

Do I have to report the loss to the police?

What is legally required is something different: § 27 Abs. 1 Nr. 3 PAuswG obliges you to notify the identity card authority – that is, the Bürgeramt – of the loss without delay. The police report of loss is voluntary, but sensible: it documents the time, puts the document on a search list, and is good proof should someone later commit fraud with it. What it does not do is replace the notification to the Bürgeramt. If in doubt, do both.

What does a new identity card cost?

Since 7 February 2026, €46.00 for persons aged 24 and over and €27.60 for those younger. Previously it was €37.00 and €22.80 respectively – overviews with these figures are out of date. The basis is the Regulation on relieving the burden on the Federal Police and the administration in the area of passport and identity card matters (BGBl. 2026 I No. 31). The passport remained unchanged at €70.00 and €37.50 respectively, and the provisional identity card at €10.00. Local additional costs – for example, for taking the digital photograph – may be added and are not standardised nationwide.

What happens if I find the document again?

You must report it. § 27 Abs. 1 Nr. 3 PAuswG expressly requires “the loss of the identity card and its recovery to be notified and, in the event of recovery, for it to be presented”. The reason is practical: an identity card reported lost is held as invalid in the systems. Anyone who puts it back in their pocket and keeps using it will be asked about this at the next check or the next official procedure. If you have already applied for a new one, the old one must in any case be handed in.

Do I need the confirmation of loss for the new identity card?

As a rule it is not strictly required – the Bürgeramt accepts your notification of the loss itself and can then issue a replacement on that basis. It is still useful, though: it proves from when you no longer had the document, and that is exactly what matters if someone later uses it to enter into a contract or prove their identity. For employers, insurers and foreign authorities it is also often the only paper that documents the matter. If you are at the police station anyway, ask them to issue it.

I lost my passport abroad — what now?

Contact the competent German embassy or consulate: there you will receive a replacement document for the return journey. At the border and on entry, the Federal Police is competent and can issue a travel document; its fee was raised for the first time since 2002 and has been €32.00 since February 2026. Also report the loss locally to the police there – many consulates require this report – and after your return to the Bürgeramt, so that the statutory duty to notify is fulfilled.

Can I make the report of loss online?

In many federal states, yes, since a report of loss is one of the straightforward matters for which an online form is well suited. The scope of the Online-Wache varies from one federal state to another, however – check your federal state's portal. Regardless of this, the notification at the Bürgeramt remains necessary, and you will need an appointment there for the replacement application anyway: the photograph has had to be captured digitally since 1 May 2025, and that cannot be done remotely.

Does insurance pay out for a loss?

Often not. Contents and travel baggage insurance typically covers theft, not mere loss; some policies expressly exclude “loss by misadventure” (Abhandenkommen). That is the practical difference between the two kinds of report: if something was taken from you, it is a criminal offence and you file a criminal complaint. If you lost it, it is not – and insurers often take the corresponding position. Check your policy terms before planning on a refund, and describe what happened to both parties exactly as it was.

How long does the new identity card take?

For production, authorities typically expect several weeks; there is no binding nationwide deadline, and the processing time depends on the local authority and its workload. If you need the document immediately – for example, for a trip or to conclude a contract – ask about the provisional identity card for €10.00: it is issued directly at the counter. Note, however, that it is only valid for a short period, has no online identification function, and is not accepted as a travel document in every country.
