Becoming a foster family
Jugendamt (youth welfare office) · Suitability, Pflegegeld (foster care allowance) and support
Full-time foster care (Vollzeitpflege) under § 33 SGB VIII – Book Eight of the Social Code (SGB VIII), which governs child and youth welfare – is a form of upbringing assistance (Hilfe zur Erziehung): a child lives with another family for a limited period or permanently. Foster parents do not replace the parents – this is what distinguishes foster care from adoption – and in many cases a return to the birth family is the goal.
On money, we start with the mechanism, because otherwise every figure will be wrong within a year. The Pflegegeld (foster care allowance) consists of two parts: material costs and the costs of care and upbringing (§ 39 Abs. 1 SGB VIII). Subsection 5 states who sets the amounts: “The lump-sum amounts … are to be set by the authorities responsible under state law.” There is therefore no single nationwide amount.
What does exist are the annual recommendations of the Deutscher Verein, which most federal states (Bundesländer) follow. For 2026 they are: €764 in material costs for children up to 6, €923 from 6 to 12 and €1,072 from 12 to 18, plus €439 in upbringing allowance in each case – together around €1,203, €1,362 and €1,511 a month.
Older overviews often mention €800 to €1,200. This range now lies entirely below the recommended rates: even the lowest amount for the youngest age bracket is today above €1,200. Ask your Jugendamt anyway about the rate that applies in your federal state – only that one is binding.
