Exchange your driving licence (compulsory exchange)
Führerscheinstelle · Driving licence authority
The compulsory exchange of the driving licence goes back to the third EU Driving Licence Directive and is regulated in Germany by § 24a of the Driving Licence Ordinance (Fahrerlaubnis-Verordnung, FeV). All driving licences issued before 19 January 2013 – the grey and pink paper driving licences as well as the older card driving licences – must be exchanged for a forgery-resistant EU card driving licence with a limited period of validity. Only the document itself is exchanged: your driving licence entitlement, that is, your right to drive motor vehicles, remains unchanged.
The exchange does not take place for everyone at once, but in stages. Anlage 8e FeV staggers the deadlines for paper driving licences by the holder’s year of birth and for card driving licences by the document’s year of issue. For paper driving licences, all stages have now expired – with one exception: if you were born before 1953, you have until 19 January 2033. For card driving licences, the deadline for the years of issue 1999 to 2001 expired on 19 January 2026; the next open stage is 19 January 2027 for the years of issue 2002 to 2004.
The fee is set nationwide at €26.50 – €25.50 under number 202.5 of the fee schedule of the Fee Schedule for Measures in Road Traffic (Gebührenordnung für Maßnahmen im Straßenverkehr, GebOSt) plus €1.00 under number 126.2; an optional €6.50 is added for direct dispatch by the Bundesdruckerei (Germany’s federal printing company). If you let the deadline pass, you do not lose your driving licence entitlement, but you drive with an invalid document and risk a warning fine (Verwarnungsgeld) of €10 – abroad, significantly harsher sanctions may apply.
